Strategic Technological Projects Launched at HSE University

HSE University has launched a few strategic technological projects aimed at achieving the institution’s target development model. These projects focus on creating a portfolio of innovative products and services that fall under three key areas: socio-economic, science, and technology foresight, as well as 6G communication technologies and artificial intelligence.

The strategic technological projects are part of HSE University’s Development Programme for 2025–2036, which won the Priority 2030 strategic academic leadership competition.

In 2025, HSE University launched three strategic technological projects:

 National Centre of Science, Technology and Socio-Economic Foresight led by First Vice Rector Leonid Gokhberg;

 Trusted 6G Communication Systems Technology Suite headed by Evgeny Koucheryavy, Director of the Telecommunications Research Institute at the HSE Tikhonov Moscow Institute of Electronics and Mathematics (MIEM);

 Multi-Agent AI Platform for Sectoral Solutions run by Deputy Vice Rector Elena Kozhina.

These Strategic Technological Projects (STPs) have been designed in response to current challenges and are grounded in the academic and technological foundations established through previous strategic projects carried out between 2021 and 2024. Key features of the STPs include their interdisciplinary nature, a focus on developing world-class domestic technologies in collaboration with industry partners, and the commercialisation of innovative solutions.

Each project brings together interdisciplinary research teams from various HSE University departments and campuses. These teams have demonstrated a high level of technical expertise and have developed plans to transfer and commercialise their innovations.

Among the high-tech solutions currently under development are online services built on the digital Spectrum platform. These tools allow users to access data on various aspects of socio-economic, scientific, and technological development through adaptable analytics and visualisation tools. Another area of work involves creating information products to support adaptation to natural and climate risks. This includes databases on hazardous natural events and an automated service for assessing climate risks and developing adaptation strategies. One more product under development is SmartMLOps, a corporate information system by HSE’s Faculty of Computer Science. It is designed to build, test, and deploy digital services powered by AI technologies.

Several new scientific and technological initiatives have also received support within the STP framework, including the development of technologies for designing and manufacturing domestically produced 6G communication equipment. These activities are based at the Telecommunications Research Institute, which was established in 2024 as part of the HSE Tikhonov Moscow Institute of Electronics and Mathematics (MIEM). Another major focus of the STPs is the development of an infrastructure for a domestic electronic component base. This will be built on an inter-sectoral digital platform enabling a full cycle of designing, prototyping, and debugging of 6G communication technologies.

HSE University Brings Together Researchers at International AI Summer Institute in Shanghai

In early July 2025, the International Summer Institute on Artificial Intelligence in Education took place in Shanghai. It was organised by the HSE Institute of Education in cooperation with East China Normal University (ECNU). More than 50 early-career researchers and keynote speakers from nine countries—ranging from Russia and China to Canada and Singapore—gathered to share the latest findings from their work and to forge new international partnerships.

'We Are Now Nearing Practical Application of a Stimulus-Free Brain-Mapping System'

Neural interfaces developed by scientists at HSE University in collaboration with clinicians make it possible to communicate with the brain and decode its signals. The use of such interfaces opens up opportunities to stimulate brain activity, restore and normalise muscle control in patients who have suffered a stroke, heart attack, or other neurological disorders, and support the rehabilitation of individuals with traumatic brain injuries or limb loss. Alexey Ossadtchi, Director of the Centre for Bioelectric Interfaces at the HSE Institute for Cognitive Neuroscience, discusses the centre and its work.

HSE University Presents Smart Orthosis at Hope for Technology Forum

On July 10–11, 2025, Moscow hosted the 10th Hope for Technology National Forum of the Rehabilitation Industry and Universal Design. The event was aimed at discussing innovative achievements in the rehabilitation industry. The MIEM Student Design Bureau and the HSE Institute for Cognitive Neuroscience presented a smart orthosis, which was developed at the request of orthopedists.

HSE Researchers Teach Neural Network to Distinguish Origins from Genetically Similar Populations

Researchers from the AI and Digital Science Institute, HSE Faculty of Computer Science, have proposed a new approach based on advanced machine learning techniques to determine a person’s genetic origin with high accuracy. This method uses graph neural networks, which make it possible to distinguish even very closely related populations.

Scientists Develop AI Tool for Designing Novel Materials

An international team of scientists, including researchers from HSE University, has developed a new generative model called the Wyckoff Transformer (WyFormer) for creating symmetrical crystal structures. The neural network will make it possible to design materials with specified properties for use in semiconductors, solar panels, medical devices, and other high-tech applications. The scientists will present their work at ICML, a leading international conference on machine learning, on July 15 in Vancouver. A preprint of the paper is available on arxiv.org, with the code and data released under an open-source license.

HSE and Communication University of Zhejiang Strengthen Partnership in Creative Education

On July 7, 2025, HSE University hosted a delegation from China at the historic Durasov House. The delegation, led by Wei Guotan, Chair of the University Council of Communication University of Zhejiang (CUZ), was welcomed by HSE Vice Rector Dmitry Zemtsov, Deputy Dean of the Faculty of Creative Industries Tatiana Rivchun, and representatives of the HSE Institute for Creative Industries Development and the HSE Art and Design School—the initiators of the partnership with their Chinese colleagues.

Mathematicians from HSE University–Nizhny Novgorod Solve 57-Year-Old Problem

In 1968, American mathematician Paul Chernoff proposed a theorem that allows for the approximate calculation of operator semigroups, complex but useful mathematical constructions that describe how the states of multiparticle systems change over time. The method is based on a sequence of approximations—steps which make the result increasingly accurate. But until now it was unclear how quickly these steps lead to the result and what exactly influences this speed. This problem has been fully solved for the first time by mathematicians Oleg Galkin and Ivan Remizov from the Nizhny Novgorod campus of HSE University. Their work paves the way for more reliable calculations in various fields of science. The results were published in the Israel Journal of Mathematics (Q1).

Recommender Systems: New Algorithms and Current Practices

The AI and Digital Science Institute at the HSE Faculty of Computer Science hosted a conference focused on cutting-edge recommender system technologies. In an atmosphere of active knowledge sharing among leading industry experts, participants were introduced to the latest advancements and practical solutions in recommender model development.

‘Artificial Intelligence Has Become the Lifeblood of the Global Economy’

Experts from HSE University took part in the BRICS Academic Forum (FABRICS) held in the capital of Brazil this year. The main theme of the event was to discuss cooperation among countries in the Global South amid geopolitical turbulence and rapid technological change. Academics and experts from BRICS member states and partner nations explored topics such as global healthcare, AI technologies, trade, climate change, and reform of the multilateral global security and governance architecture.
