HSE University Concludes 12 Cooperation Agreements as Part of SPIEF
During the St. Petersburg International Economic Forum, HSE Rector Nikita Anisimov signed cooperation agreements with regional heads, university rectors, heads of companies, government agencies, public organisations, and cultural institutions. This cooperation with new partners will cover a wide range of areas—from educational and research projects to student expeditions and youth policy.
Youth Policy
HSE University and the Federal Agency for Youth Affairs have signed an agreement on cooperation. The parties will be developing mechanisms to implement youth policy together. In addition, HSE University, the Russian Ministry of Education and Science, the State Duma Committee for Youth Policy, and the Federal Agency for Youth Affairs have agreed to come together to develop the HSE 'Youth Policy' Laboratory.
The laboratory was established by HSE University in April this year. HSE students-researchers, young scientists, and professors, as well as Vice Rectors on youth policy from universities in Russia and neighboring countries will be involved the new laboratory’s events. Specialists from the executive authorities in charge of youth policy and leaders of student youth organisations will also be active in the project. The parties have also agreed to support socially important projects for young people at HSE University.
Communication and Digitalisation
HSE University and Dialogue Regions, an autonomous non-profit organisation, will help to teach officials about modern technologies for communicating with citizens on the internet. A further education programme has already been developed for people with practical experience in public administration and management to improve their knowledge of the digital environment, crisis management, analytics, and forecasting.
This educational programme will be the first project with a comprehensive approach to training officials in digital communications, using the unique methodologies of the experts from Dialogue. The next step is to launch a joint master's programme in digital communications for civil servants.
Together with the Znanie Society, HSE University is creating the Science Communication and Knowledge Management project laboratory. Its purpose is to study, design, and improve those research communication systems aimed at developing a commitment to scientific thinking and promoting best practices in evidence-based science communication.
HSE University has also agreed to expand cooperation with 1C. In 2020, the HSE Faculty of Computer Science opened the Basic 1C Department working in the field of industrial software engineering. Thanks to the support of 1C, the university relaunched its bachelor's programme in business informatics. There is a 1C Project Centre based at the School of Physics, Mathematics and Computer Science at the HSE University—St. Petersburg, and the parties will be developing new educational and digital projects.
Rediscovering Russia
HSE University has signed cooperation agreements with Moscow State Institute of International Relations (MGIMO) and Moscow Power Engineering Institute National Research University (MREI) to develop socially significant youth initiatives. The universities will join HSE university’s ‘Reopening Russia’ initiative, where students take part in projects aimed at the long-term development of Russian regions. The agreements provide for the organization of student expeditions with the involvement of MPEI and MGIMO students. HSE University has been conducting such expeditions since 2017, and students have already visited a variety of regions including Kamchatka, Sakhalin, Chukotka, the Yaroslavl Region, Khakassia, and the Tver Region.
HSE University has also agreed to cooperate with the Russian Government’s Financial University. The parties will focus on educational programmes, as well as additional education, research, cultural, and sports activities.
An agreement was signed with MGIMO to set up a consortium to implement the ‘Political Atlas of the Modern World 2.0’ research project as part of Priority 2030, a programme designed to support Russian universities. The parties will be analysing and describing the physical, geographical, financial, and economic parameters of countries and their involvement in the international banking and financial system. Following the results of this shared research, MGIMO and HSE University will prepare reference and analytical descriptions of UN member states, provide data visualization in the format of multidimensional world maps, and develop an encyclopedic online resource with all the accumulated reference and analytical information. This will happen in several stages, but will be fully implemented by 2030.
Library, Theatre, and Regions
One of the key agreements at the forum was signed by HSE University and the St. Petersburg city authorities. The parties agreed to implement a project to create specialised classes in St. Petersburg schools, career guidance activities for schoolchildren, and additional professional education programmes for teachers and school staff.
The aim of the agreement between HSE University and the Alexandrinsky Theatre is to implement cultural and educational projects in St. Petersburg and shared educational programmes in art management.
Improving the quality of education is the aim of an agreement signed with the Novgorod Region. The partnership involves shared scientific research, and laboratories will be established in areas such as neural technology and historical and archaeological research. Particular attention will be paid to the region's development programme.
HSE University has also agreed to cooperate with the Boris Yeltsin Presidential Library. The document envisages long-term cooperation to develop a single information space for the preservation and promotion of the historical, cultural, and scientific heritage of Russia. Electronic reading rooms of the library will be opened on the campuses of HSE University, and the parties have agreed to hold events, publish books, and release multimedia products.

HSE University Experts Take Part in Preparing Report ‘Russia—Oman—Partnership Prospects’ at SPIEF 2024
The report, prepared by the Roscongress Foundation and experts of the HSE Institute for Public Administration and Governance, covers the current situation in the economy of the Sultanate of Oman and the prospects for Russian-Omani partnership. Prior to SPIEF 2024, HSE was the first Russian university to sign a cooperation agreement with the University of Nizwa (Oman).

HSE University and Rossotrudnichestvo Agree to Train Specialists in Teaching Russian as a Foreign Language
HSE University and Rossotrudnichestvo have signed an agreement to establish a Russian Language Centre at HSE University in St Petersburg. It will train teachers of Russian studies and future leaders of educational programmes and courses of Russian as a foreign language. The document was signed by HSE University Rector Nikita Anisimov and Head of Rossotrudnichestvo Yevgeny Primakov at the St Petersburg International Economic Forum.

HSE University and the Agency for Strategic Initiatives (ASI) have agreed to cooperate in the development of new technologies, the digital transformation of the economy, and the social development of the country.
