Applying to HSE University in 2023: What’s New and What to Prepare for
The Admissions Committee has published the rules of admission for bachelor’s/specialist’s and master’s programmes at HSE University for next year. Read on to learn more about the new programmes and the specifics of the admissions campaign for international applicants in 2023.
Which Programmes are Launching This Year?
In 2023, applicants can choose from 89 bachelor’s programmes, including four new ones: three ‘intermittent’ ones in Moscow (admission to which takes place once every five years)—‘Biblical Studies and History of Ancient Israel’, ‘Language and Literature of Iran’, and ‘Indian Languages and Literature’—and the Nizhny Novgorod-based programme ‘Computer Science and Technology.’
There will also be three new online programmes and three part-time programmes, two of which (‘Economics and Business’ at HSE University-Nizhny Novgorod and ‘Legal Support for Business’ at HSE University-Moscow) are new.
Applications are also open for 182 master’s programmes, 12 of which are new.
The 13 existing online programmes have been complemented by four new ones: ‘Digital Urban Analytics’ and ‘Development and Implementation of Complex Business Systems’ at the Moscow campus, ‘Organisation and Project Management’ in Nizhny Novgorod, and ‘Technologies and Methodologies of Complex Implementations of Information Systems’ in St Petersburg.
How Can Foreign Candidates Apply?
Every year, HSE University conducts a separate competitive selection process for foreign citizens planning to apply both to state-funded places under government quotas and to paid places. In 2022, the university received 6,393 online applications—4,504 for bachelor’s programmes and 1,889 for master’s programmes. A total of 1,577 students from more than 120 countries joined the university. In addition to offering different levels of study, different formats taught in English and Russian, and online and offline programmes, HSE University also ensures a smooth application process and offers personal consultations.
Foreign citizens can apply to bachelor’s and master’s programmes as part of a separate competitive selection process and can receive full-tuition scholarships or partial tuition grants. A total of 2,000 full-tuition scholarships and 1,000 partial grants (covering 25%, 50%, or 70% of tuition fees) have been allocated.
Those applying to bachelor’s programmes, including English-taught programmes at HSE University-Moscow, can provide international certificates in English, mathematics, and other subjects (such as IELTS, TOEFL, A-Levels, and the results of other international exams such as biology or Russian as a foreign language).

Applicants to master’s programmes must upload their supporting documents and undergo a portfolio-based competitive selection process.
